No — wallpaper must be stripped first. Plaster will not bond properly to paper or paste, and the finish will blister or fall off, often weeks later.
- Stripping paper yourself cuts the quote down.
- Leftover paste residue also stops the skim keying.
- Soak-and-scrape or a steam stripper does the job without chemicals.
